2G Boost Leak from EGR valve

So, I have all of the vacuum ports on the throttle body blocked off, but had the hoses still there. I noticed boost pressure coming from a hose. Turns out there was boost pressure leaking out of the egr valve actuator. Now, if I plug that with my finger, it obviously opens the egr because all my boost pressure drops and I can hear it exit the exhaust. So, I assume this means that I must block off my egr? If I leave it unplugged, boost comes out the nipple. If I plug it, the egr opens and boost goes out the exhaust.

Is this normal operation? I assumed that it should be receiving a vacuum signal from that port, not sending boost out of it? Maybe one of you have ran into this before...

Yes, that would work, though I was still curious about the proper function of the egr valve. Should boost pressure come out of one of the nipples? I'm kinda reaching back there blind, so I cannot tell if it is the upper or lower port. But most definitely when you pressurize the system, pressure comes out, and if you block it, it opens the EGR.

as far as i know there is a diaphram separating the upper and lower vacuum ports.

Yeah, so when I pressurize the system, either the red or blue port is pushing out air. When I plug it, the EGR opens. And neither are hooded up to anything, so the air must be coming from the intake and leaking out the egr.
 
Looking at the picture more closely, it's probably leaking past the pintle and then leaking out the blue port. When I plug the port, it pressurizes the diaphram and then opens the pintle. Makes sense now.
