Ok so i have a 1997 Eclipse Rs Non-turbo and i blew my engine im pretty sure since the connecting rod is sticking out of the oil pan...
so my question is can i get away with just buying a block from like a neon @ a junkyard and a new oil pan if so let me know please, and what other things might i be needing to replace to have this problem fixed
Thanks for your time.

I doubt it, but the reason I can think of is, the intake/exhaust ports swapped sides between the Mitsu and the chrysler, Therefore, the valve reliefs are also swapped, so if you even installed your mitsu head on the chrysler short block, The big intake valves in the mitsu head would be trying to fit in the small valve reliefs if the chrysler pistons.

so how would you go about fixing this problem i been thinking about just buying a new engine from a junkyard from another eclipse the problem is most of them i find are the 4G63

Well take the time and rebuild your engine, you could go to the salvage yard find a engine but it could have several issues, chance you take.

I plan on eventually replacing most of the engine but i just need it to run so I guess the real question is would a New Block do the trick to atleast have it make it to the corner?

Well with having a con rod out the oil pan, I will say you need a whole shortblock.

I would have to guess the crank is shot, at a min one rod, and what do you think happened to the block when the rod came apart?
I would also say that the head will need some valves replaced

Honestly your best bet is to buy a junk yard motor. I would sugguest that you carefully examine the block to make sure that junk yard motor don't have a rod thru the oil pan. My question is how long can you have the car down? How much money do you have to throw at it? I've rebuilt 4 motors and you can find a cheap ebay kit for about 450. Some are a bit skepticle about ebay but as long as you don't turbo your car you'll be fine. In all, depends on the amount you spend at the junk yard and if the block is truely good, you can have a rebuilt motor for around 1200-1500.
