obviously a lot of guys on here do it but then there are a pros like jacks transmission which say to leave them in. whats the gnereal consensus on this?
 
It's not a need to do thing or a must do. If you have the engine out and have some spare cash, do it. If the engine is in the car, I wouldn't bother unless you were doing a timing belt job. Still a pain to do it but my logic is if you're changing the belts, might as well do it since the job is halfway done already. When I tore down my 7 bolt, the belt was broken already and just chilling there. I didn't even notice any vibration increase.
 
The shaft spins at twice the speed of the engine. If you take your car to 7.5 or 8k this means the balance shafts are spinning at 15-16k. The BS can wipe out their bearings and put glitter into your oil.

There is a slight hp increase, and a loss of a few lbs of rotating mass. The timing belt installation procedure is slightly more complex with them installed. It also adds a second belt to fail and ruin your timing components.

The only minus to taking them out is that you might feel some vibrations through the steering wheel at certain RPMs. There really isn't a reason to not take both of them out.
 
I had a stock 4gcs with a broken balance shaft belt and didn't notice anything, however my bud with a high hp 4g63 lost his timing belt and valves due to a broken balance shaft belt. So on my 63t build I went without but it is important to occasionly check for loose fastners that can work out over time.
 
I remember I had a balance shaft belt that was damn near tore in half when I first had my timing belt many years ago, didn't even feel it.
 
At this time in the engine's life and how often the engine is out and built and rebuilt, I would bet it is safe to say more 4g engines have a BSE done than 4gs that have them.
