I've always rebuilt mitsu turbos myself via the vfaq. Its easy and theres a kit on ebay for $45 shipped that works great. Just have to make sure you scribe the line across the shaft, nut and wheel. This is the one I've been using: Performance TD05 TD06 12A 12B 14A 14B Turbo Repair Kit | eBay
Obviously as long as the turbine wheels and shaft are ok rebuild kits for most turbos are cheap and wouldn't require a rebalance unless you wanted to have it rebalanced just in case.
No offense but whos to say what "quality" is? You can't say one is over another unless you get both and have them tested one against another, I've not had an issue with what you'd call "cheap" parts but everyone is different. Regardless each is to there own and Pruven doesn't want to rebuild it anyways, going to have someone else do it.
How much boost can i get from a 14b if anyone knows thanks
