I got a hold of a GVR4 and the previous owner couldn't get it started and said it was due to bad capacitors. I haven't had a chance to try to start it myself. I need to double check all the basic things. But it looks like someone already replaced the capacitors. Does the circuit board look ok? Also never seen a jumper wire on the back of it like that, is it supposed to be there?

Is there away to check with a multimeter?

Usually when capacitors go bad they are swallen and/or leaking. Now thats not alweys the case but usually. With that in mind they look good. You can change them out for less than 10 dollars. desolder them and order the same once on amazon. Now that wire on the other hand dont look normal. I could be wrong as I dont remember how my ecu looked like.
 
That jumper wire is for a bad circuit trace that is a patch. It also looks like it was "patched" before and the wire got hot....look at the circuit board where it USED to be....Check all of those paths to make sure they are still good or send it to ECMTuning for a once over. It looks like the old patch got hot and melted then was replaced to me.
