"b16g help" i was told that it was rebuilt!!!

i got got a b16g for a good price (i think) and the guy said that it was rebuilt with 0 miles on it...i want to know how can i tell if it was rebuilt (if i can at all) and what should i look at to make sure it is good to but on my car????

there looks like oil on the housing were the lines go, so i don't know if it is coming from the holes...and this are the lines that i got with it....
