recirculated bov?
is your bov stiff enough?
it could be letting some air out at higher psi.
also, boost leak.
like everyone will say.

Righty tighty, lefty loosey:thumb:. What mods have you done to your car? The reason I ask is, I didn't see any of your mods on your profile. And if you dont have supporting mods for this turbo, then you very well could be having fuel cut issues. If you do have the mods you need to run this turbo at 17-20lbs, then it sounds like a boost leak. Do a Boost leak test. And then update your profile, so members will have a better understanding on whats going on with your car. Good luck

What do you mean by "flutters?" If the car feels like its losing & regaining power quickly, its either a fuel or spark problem. What is your AFR like when your at 20 lbs. boost? If your AFR is okay, then its a spark issue. I had the same problem a while back and it was simply the spark plug wires. I hadn't changed them in a year and a half. Plug wires deteriorate quickly on our turbo cars. Just a thought.
