ARP stud first then head or head first then ARP studs?

I searched but couldn’t find the answer to this question. Is it recommended to put the ARP studs in the block first then put the head on or put the head on the block and then put the studs in?
 
Arp's go on the block first then the head goes on if the head is already off the block. if you jsut want to upgrade you can just replace them one at a time.
