I have arp head studs, my questions is how manytimes can you use them?
I mean how many times can you taka them off and retorque them?

You can reuse them. How many times depends on how much beating they have taken. You have to check with a straightedge and see if they have stretched. If they did, they're no good. If not, you can reuse them. Also, any threads damaged or cross threaded is no good either.

For the most part they are re-usable. With that said, the studs should be measured for stretch.

I use a dial-caliper before I put the studs in. When I tear the motor down I re-measure the studs and compare the readings, with the readings, before I put them in.
