Any idea what this thing is?

It is just hanging there with one side connected to the FPR and the other side connected to the IM.

Is this the BCS?

Yup. That would be it.

I believe that's your FPR solenoid, but it does kinda look like a 2g BCS.

that is your FPR and it's hooked to your fuel return I believe pl use that to tapinto for boost gauges

follow the rubber/silicone tubing from the cold side of your turbo that will be your BCS

Ehmm which one? This is on a 91 GVR-4...would more pics help?

if your turbo is like a t25 there should be a small rubber hose that runs from the intake side or your turbo to a device that looks similar to that and that will be your BCS

if what I researched is right your's is and i4 right? it should only have 1 turbo if if it's like the the TT 3000gt VR-4 then I don't have a clue how they set those up whether it's one BCS or 2 IDK my google-fu is rusty today

Boost gauge is tee'd into it as well if that helps and yes it is a 4G63.

Boost Control Solenoid.
The solenoid pictured is either the evap solenoid,fuel pressure solenoid or boost solenoid. Trace the vacuum line attached to it to see where it goes. IIRC the line for the BCS should go to the nipple on the wastegate actuator.
