alternator bolt broke off

I just changed my timing belt and noticed that my alt bracket bolt ( the one that mount to the hole by the waterpump) was hanging out. So I try to tighten it and it just came out. It was broken. I notice that silicone was all over the bolt and bracket. Looks like my engine builder had broke it and tried to cover up with silicone. My question is with that piece of bolt that is still in there will I be able to get the waterpump off? My most important ? is can the alt/wp/ crank pulley belt be tension without a alt bracket being used???
 
The alt. must be tightened for the water and steering pumps. If there's a problem finding a replacement in your area I can send one.
