Air fitting for small 16G?

So I’ve got a 95 GSX I just picked up and I’m trying to get this thing running smoothly. Following the vacuum hose routing diagram located on the hood I realized someone bypassed the solenoid valve located under the air intake. To get it routed correctly I’ll need an air fitting to fit the small 16g that someone put on the car. Can someone tell me what size air fitting I need and where I might be able to get it? Also why would someone bypass this solenoid what does it do? Keep in mind the rest of the vacuum hoses are correct. I’ll add a picture of turbo

The boost control solenoid isn't necessary if you have something else controlling boost; previous owner may have replaced it with a manual boost controller plumbed from elsewhere.

From the factory, the wastegate spring on these cars is only good for 7-10psi. To raise boost to the roughly 14psi the engine was tuned for, the engineers added a computer actuated boost control solenoid. In normal operation the solenoid is open, allowing for increased boost pressure by bleeding off some of the air on the wastegate line to "trick" the wastegate into thinking it's running at 7-10psi when it's really running at 14psi. When the ECU detects excessive knock, or fuel with insufficient octane, it'll close the solenoid, which lowers boost back to 7-10psi to protect the engine.
 
shinzon is probably right ... someone probably added a MBC and it's probably mounted somewhere else near the turbo. Keep in mind an "air fitting" is something you can't just add. The vacuum line ports (what you're calling an air fitting) are usually welded into piping or onto the turbo somewhere. Everything you need vacuum wise should already be on the 16G and/or the intake pipe that fits onto the cold side you have a picture above.
 
I am a bit unsure what you mean by air fitting, I'm assuming you're talking about an air source, most people that run a TD05H Variant use the air source from an Intercooler piping barbed fitting, however i have seen this spot i circled from your photo used as one as well but you would have to drill a hole in it as it's shut on the inside even though it does have threads on it that may suggest a barbed fitting can go there, there isn't a hole for air to flow through it. You can still use the stock bcs routing diagram just instead of the boost source being from the turbo it can be from the Intercooler piping.
