AF Ratio Wont Change

Im trying to tune my friends car. I have a Innovative LM-1 wideband and using his AFC.

His Setup
97 Tsi AWD
Evo III 16g @ 19psi
550CC Injectors
3" Exhaust
SAFC I
Walboro 255

The Problem

He hits 9.1-9.5AF ratio at WOT around 15+psi. The car studders and hardly goes anywhere.
I've tried dropping up to 25% fuel and it did not budge the AF ratio at all. I went through and checked all his couplers and etc etc for and everything is tight and good to go. My first thought was he had some form of overrun, so we threw a cheapo FPR on and that ended up setting his fuel psi to 32 and it woudnt go up or down. We took that off and threw a 1g fuel rail on, that didnt help a thing. His karmen reading on the AFC reads about the same as his buddy that has a simular setup, no insane readings like a massive boost leak would cause.

Any ideas?
 
Yes, it works fine, verified by wideband. But at WOT it does nothing.
 
Unless something else is causing the problem, If I start pulling crazy ammounts of fuel like -25 I may get the AFR to raise a few tenth's, but not enough to be noted.
