AERO FPR not going Above 36psi

Aeromotive fuel Pressure Regulator not going above 36psi....??WHY????

I have a 95 Talon Awd with 255/560's etc and using DSMlink and activating the fuel pump and trying to adjust my fpr it will not go above 36 psi.

I have NO freaking clue why!!!
I took apart the FPR checked everything and it seemed fine. I double checked the FPR lines for kinks, leaks, miss routes or anything that could be ####ed up.

What could it be? What can I check? Am I overlooking something? I may be retarded? Someone please help me.
 
To set the base fuel pressure, you must first disconnect the vacuum line to the fuel pressure regulator. If you do not do this, you will never get an accurate setting. If you try to adjust it with the vacuum line on, the actual base pressure will be lower than what your fuel pressure gauge reads due to the engine vacuum altering the behavior of the regulator. Adjusting the fuel pressure regulator with the line off gives a base pressure value at 0 PSI of boost.

brake the torque on the nut on top, then use a allen key to adjust the pressure up or down. once its at 43 psi put the vaccuum line back on it.

the base setting for a 2G car should be 43psi.
 
actually it was low volt to battery running the pump and I was trying to set it via dsmlink/fpr with car off but thanks for the tip

(problem solved by charging battery)
