Fuel gauge not going above about 60%.

Here's an odd problem.. searches came up with nothing like it. The last few times I've filled up, the fuel gauge didn't read above 60%, but I'm sure the tank is full. It'll stay at 60% until the actual fuel level goes below that. I've pulled the cluster out and feel no extra resistance when I move the needle by hand.. guess it's time to test the sender. Anyone else have this sort of issue?

First test the gauge by grounding the yellow wire coming from it (or the yellow wire going to the driver's side fuel tank sender - which is under the rear seat). With key on, gauge should then read full. If ok, fill tank up, unplug the driver's side tank sender, and measure resistance between the senders yellow and yellow/black wires. If good it should be around 2 ohms. Then unplug the passenger's side tank sender and measure resistance between the senders yellow/black and black wires. If good it should be around 2 ohms. If either is not around 2 ohms it is either defective or it's arm is stuck. Note that the two senders are connected in series so if one is defective you will get around half reading with full tank.
