95 tsi problems

Hey guys, this is my first post, and I'm 100% new to dsm.
I bought a 95 tsi awd with 79,400 miles about three weeks ago for $800. They said all it had was an oil leak.

The oil feed line for the intake side of the turbo had a pin sized hole in it and I got it braized for free.

Then I got under it.
Apparently the cat had been cut out the day before I bought it (got it at a dirty buy here pay here lot) . And now I have a bank one sensor 2 heater circuit failure CEL.
My rear control arms are almost rusted out.
And my brake lines for the passenger rear rusted out and busted as well.
My local muffler shop said he could make a 3inch turbo back exhaust for $450

The o2 sensor is the only CEL code it shows

But when I drive it, (havent driven it since I discovered the brake line problem) I can smell gasoline in the cabin and it doesn't shift out of first gear (or any gear) until 4500 RPM at Full Throttle (followed by letting off a bit) and it accelerates very slowly.

So basically, my question is has anyone else ran into the shifting problem or is it normal?
Where is a good place to buy suspension components, why could I be running so lean, where can I find a full cheap exhaust to get me by for less than $200, and how should I go about repairing the brake/fuel lines while I'm at it?
 
Dude an exhaust should be the least of your concerns right now. You need full maintenance list done and bLT. Check compression, your tranny/clutch needs a look. How long has it sat? Check fuel system. Man for 800 bucks its iffy.
 
Dude sometimes you get what you pay for. There's a reason a used car lot would unload a car for $800.
Before you do anything else, go rent a compression tester at autozone and make sure that motor doesn't need a rebuild. If good, address all general maintenance from oil change to timing belt and water pump. Its very likely that with such low miles its never been done. I just looked at a 95 with 55000 miles still running a beat 20 year old belt.
Do a boost leak test.
You may need a new fuel pump; if so pick up an evo 8,9 or 10 for cheap.
As pauley said either get a pipe welded in for now, get a turbo back eBay exhaust for $200 or just run your downpipe until you tackle all the big issues. Even if you run no cat the 02 sensor CEL can be avoided with a $5 spacer.
Are the rear control arms or trailing arms "rusted out"? Usually they look pretty rusty but are still OK.
You have /are going to have a lot of questions. I suggest starting a thread for each, after doing a ton of searching on this forum.
Rock auto is a great place for parts, and usually much cheaper than any store.
Steve Miller will have virtually any used part you'll need for your DSM. Great guy with reasonable prices. 828-429-9194.
I also suggest downloading the FSM or at least picking up a Haynes manual. Look on eBay. I just picked up a hard copy of the FSMs for my talon for $13 shipped.

I agree with everything planzero said except the Haynes manual. Don't waste your money. Get an actual FSM for your year. The Haynes manual is a joke. It includes every model and year eclipse yet it's smaller than my manual for my 95. Think they left out anything important? Uh yeah..

So where can I get an fsm? I can't find one :(
