95 talon idle problem

Ok everyone i need some help on my 95 tsi talon, at a cold start my rpms go from 1,000 to 2,000 here and there but stays at 2,000 for the most part. Once the car gets up to temp it stays right about at 1100 and then goes down to maybe 800 or so back and forth to 1100. Any odea what this could be?

And on another note once the car is at temp the radiator fans kick on and off every few seconds.. why wouldn't they just stay on?
