Street Build 91' TSI "Street Mafea" Build

Picked me up a 91' Talon TSI (red) for a very fair price, runs good and just needs some love. So after a good wax, buffing, touch up I'll be good to go. (The car is 100% stock, 129k miles)

I'm aiming on a budget build at the moment, but I'm going for a $2,500 budget and trying to make 11's.

Automatic or manual? The stock DSM tranny is likely going to be very disruptive to an 11 sec pass if it's not at least a double-cone synchro 2nd gear, or modified auto.
