90 Tsi Help Breaking Up

i have a 90 tsi , on the top of most of the gears top end the car breaks up... it feels like its not getting enough fuel.. obviously i want to put a fuel pressure regulator on this, (because the kid that owned it before beat it in as a free mod) so this is definately a starting point . the car has a 255 in it , but im just wonderign if these cars are notorious for this problem? thanks for the help !
