75mm Ford Tb Tps setting issue

I have a 75 mm ford style throttle body installed, and am running the ford tps. I tried to adjust the tps using a palm logger for my values. I was always told to set the tps so it read 10% at idle before with mitsu tps. The lowest I could get it to was 13 on this one. The problem is when I open tb all the way it only reads 84%. Is this tps bad or is that all the range I am going to get out of it?
 
How about this. Anyone know what position that the ecu enters the wot tables?
 
If it is the Ford TPS from the 80's and 90's, Sort of looks like a mickey mouse head, with 3 wires, orange, green and black.

The Ford way to set it is simple, You need a DVOM.

Pierce the green wire with the red probe, and black to black.

With key on, loosen the 2 set screws that hold the TPS.

Move the TPS body so you get .87-.97v
Lock down TPS.

IIRC when the TB is WOT you should se 4.75v or higher.

Now you may have to do this a few times, if you took a screwdriver to the curb side idle adjustment screw (the butterfly stop screw)

You will have to go back and forth between the TPS and The stop screw, untill the stop screw sets the idle and the TPS is set at the proper voltage.

This is the procedure on a Ford, now with it being on a DSM, you may have to mess around with the link or palm, so your ecu sees what it needs too.
