I recently purchased a 96 talon TSI with a blown motor. I bought a motor with 70k on it and it definitely needs to be serviced before I decide to throw it into the car.I don’t plan on making more than 350hp. I bought a sweet blue gates timing/ water pump kit that I plan on timing it with. My main question has to do with the balance shafts. How hard is it to service those and replace the bearings they use? Can I reuse the shafts and replace the bearings? Do I need to take off the head? Should I replace the oil pump with it only having 70k? I definitely have the confidence to get the timing done right on it but with it being a new motor and with the balance shafts on these seeming like a hot topic I just have a few questions. Thanks a ton in advance.
 
At 70k it shouldn't need balance shaft bearings. You can inspect/reuse, replace, or delete if you're not worried about a little more vibration. Head does not need removed and the oil pump shouldn't need replaced at 70k although its not hard to take apart and inspect it for wear to be sure, especially if you have it off for balance shaft work.
 
I'd be more interested in how long it's been sitting since it last ran than the mileage it had.
If it's been a while I'd consider treating it like it's a pile of random parts and rebuild. That will allow you to figure out any issues, differences from the 96 motor you had, and give you a solid base going forward. Assuming the shell is worth the effort.

I understand you could have just done that with the existing motor.
 
If I'm installing an engine from 25 years ago that's never been apart, I'm:

- changing every rubber seal on the engine, including the valve seals.
- replacing all timing and accessory belts / components.
- installing ARP head studs while the head is off for the valve seal replacement.
- balance shaft elimination, if so desired.

Do it now or work around the engine being installed in the car, your choice.
