650 injectors no tune

I have moved from a county without emissions testing to one that does. My problem: I have a 99 gst with a obd1 Eprom ecu with a keydiver chip for the 650 injectors. Can I temporarily run my 99 ecu just long enough to pass obd2 testing?
 
Keydiver sent me a ecu with Eprom and a stage 3 chip. So when they scan for emissions, it says signals not ready. Drive test doesn't work. So I assume reinstalling the original ecu would work but would be bad with the 650 injectors
 
What I have understood about emissions if you car says not ready you will fail. Where I used to live you could only have 1 not ready everything else needed to be ready to pass. Also without cat you will fail visual. This is also depending who you get in the inspection line.
 
Just moved to another county in NC. Going to weld a 3" MagnaFlow cat in, but I'm more concerned about the signals from the computer. Wish dsmchips.com were still in business and I would just order a 99 ecu flashed from him.
 
yeah i have a 95 eprom and its obd2. i thought all cars 95 snd newer were. ive opened it up to see if it was eprom, and i have used a obd2 wifi thing with it, works good
 
I understand some of the above differently than what's been posted. All 2G DSM's were manufactured compliant to OBDII. ODBII was not mandated till 96. Your VIN is 99 and must pass OBDII regardless to what your ECU is. Mitsubishi fixed the readiness monitor for 99 & reported they worked so no exemption. 95 owners are lucky because by law they must only meet OBDI standards, not have to connect through the OBDII port, & can get away with tail pipe sniff tests & visual but the controlled emission gas levels are still stricter than the 1G DSM's level because the EPA squeezes tighter & tighter every year. You will not past without a functioning Cat. 650cc injector are almost 50% larger & most likely beyond the ECU range of self adjusting & you'll have high HC level & fail. E85 doesn't really help with HC but helps a lot with the CO & NOx.
 
As long as it is tuned properly and your cat is functional, you have nothing to worry about. I passed the (insane) tailpipe sniffer e-test in Ontario with 850s and a high-flow cat with flying colours.
