Resolved 420A starter bolts

Hi recently pulled tranny off to replace rear main seal and cannot remember if the bottom bolt was in the starter or not from when I bought it. Anyways, when putting back together I ended up with one extra bolt that will not go into the bottom hole of the stater that bolts into tranny. Any help of what type of bolt is supposed to be in the hole using a picture as an example or if it has a shoulder or not on bolt. The extra bolt may or may not have come off car, But the top one is in holding the ground wire and is fine. Just really wanna figure out this last bolt. Thanks in advance
