Hey guys first time post.
Recently I have done extensive research into figuring out why my 97 eclipse rs would crank but not start. After hours of chasing voltage around the pcm. I found that I was not receiving 12v to the ecu from ASD relay. Installed new relay same thing.

I looked and noticed that pins in the connector for the ASD relay were spread out. Preventing return signal for the ecm.

Please check them on your connectors and pins to make sure they are making proper contact. I have seen probably the better part of 50 post across the web with this exact same problem.

I hope this helps those that are struggling with this problem
