3000 Rpms !!!?????

Hey,
I've got a 2g GST.
The problem is the car idles at 3000 rpms when i press the clutch in or when it sits in neutral. ???
Sometimes it will stutter around 1000 Rpms when its cold like it wants to go down but it cant make up its mind.. then it jumps to 3K

With this happening... My turbo seems to spool much quicker but without the "back in your seat" result. Its just spooling but not going.
Could that be caused by a leaky exhaust....?

test for boost leaks. then check your TPS for being adjust correctly, then test and make sure your ISC is plugged in and working.

TPS for 2g is 1-4 ~5k (not close? replace).. and pin 1-2 should be set at the point of continuity and noncontinuity. I've also found that pin 1-3 will read .68 V for my car to be happy
