2G 2Ga stock headlight troubles

I can't seem to figure out is why my headlights won't come on. The parking lights work, but the low and high beams dont come on.

I've searched for possible problems....
-I checked the underhood fuses - the 40A fuse appears to be fine,

So I think maybe its the relay...so I swap out the relay for the AC to see if that fixes it....nothing still.

I finally checked the bulbs, and, viola! All 4 bulbs were bad.
I installed the new bulbs, and the same day within about an hour, one of the highbeam bulbs went out!!!

I've heard some of the bulbs can go out like this if you touch them/get "natural skin oil" on them. I dont think I touched them, but I am not sure.
Doesn't it seem just a bit 'fishy' that all 4 bulbs were bad?

My question is, could the 40A -under hood fuse be bad, and just appear to be good??
Any suggestions are helpful

FOLLOW UP:

Double checked all the fuses again --fine. The wiring looked good also.

While replacing the bulbs, I DID notice that the filiments in both the Pass. low beam and the the Drivers high beam was blown. The other 2 bulbs appeared to be fine.

If you clean the bulbs after you mount them with alcohol and make sure you do not touch them after that you will not only prolong bulb life, but ensure that the bulbs are clean. Also, on thing you can do is check the voltage at the bulb socket (bulb does not need to be plugged in to do this) and make sure it is about 14 volts at idle or 12v when car is not running. Holpfully you have a multimeter. This will tell you that the voltage is correct and not too high for some reason. If you have a multimeter you would be able to properly check that fuse, too. Chad

Tonight when I clicked the highs on, fine. Clicked off. Clicked on, and BOOM!
They blew out again!! Just the high beams though!!

Any thoughts?

Yes, I do have a multimeter. I'll check it out. I am by no means new to the car world, just new the the DSM scene.
(And I just picked up the car, haven't got a chilton/haynes manual yet).
 
UPDATE:

I did the lightbulb/short test.

Looks like I have a short somewhere. The shorts were in the underhood fuse box (10A- room lamp) and inside fuse box (10A - door locks).

Did some research on here, perhaps maybe an actuator or relay is shot??

Here's a description of what happened before i discovered this:
The power locks work on both sides. I hit the driver-side lock, they lock fine. I come back and unlock the car with the key on the drivers side, and the alarm goes off!! I do the same thing on the passenger side and the alarm DOES NOT go off. I know the system is armed when you lock the doors, and is only de-activated when you unlock either door or the trunk with a key.
So why when I unlock the drivers side with the key does the alarm still go off?

I am also fairly certain I have a bad battery. Might this be a suspect?
