General 2g runing to rich under boost and to lean at idle

Hey every one so yesterday i went over to my friends house to put a street tune on my car but when i did i reclabrated my wide band and to make it clear it did it twice because i wanted to make sure. Well at idle my car reads out 21= to lean !!!! at Cruz its 12/13 boost its 9 and i can't get past 9 psi of boost and my stock boost is 12 psi and i had a mbc took it off see if it made a difference no it didn't i have a 2.3 stoker 660cc rc injectors 255 hp lph pump and my fuel presser was set at 43.5 with the vac off then put it back on but i'm running way way to lean would i need to turn down my fuel psi ??? i'm stuck because if i can't get a good base line i can't tune this thing and my vac is reading out at 10 at idle. can some one please help me i'm going to get my car scanned today also. :banghead:
 
Nowhere in that nearly unreadable sequence of words did I see anything about a boost-leak test.
 
under the 2g bat there is a big pump looking thing and i think that's the vac there is a hose going from my cold air intake that is behind the maf and there are two open holes there do i need to cap them off ?? or is one a breather ? :confused:

That "big pump looking thing" is the EVAP canister.

Do a real BLT. No-one can really help you unless and until you have done this.
 
If there are open holes on your intake (between the maf and turbo) they NEED to be capped off. And i'd recommend the soft caps (not sure if they're silicone or what). The regular molded rubber ones all seem to crack on me. You should have a hose going from the intake to the crankcase breather, a vacuum hose that goes to the BCS, and the aformentioned charcoal canister if you have it.
