2G not making boost it used to ?

hey, have a 97 Tsi awd here, Car doesnt seem to making the boost it used to, when I first got the car, my boost gauge read 15 psi, it would hit it and hold it nicely. car pulled hard and ran good and smooth.
lately, my car is hitting 10psi on the gauge and not pulling as it used to.
over the last week or so ive seen it hit 12-13 psi on the gauge but it wouldnt hold it, it dropped off to 10 again, it doesnt seem to have the pull/power it used to.
Ive checked for leaks, added new plugs and wires. still the same.
I however do have a small leak in my exhaust but i cant see that beeing the prob ?
under WOT I kinda notice the car beeing a little jiddery, as in I can feel the pulling come and go, sometimes the car seems to pull and others its as if I was in a civic, then back to normal again, its still smooth running thorugh the rpms, just a differnt feel in pulling.

theres something oviosuly wrong, according to my gauge im not making the boost I used to, I can feel a major loss in the car, no pull, lack of power and so on..
car idles great, still very smooth, turbo sounds the same as it used to and so on.
theres no signs that anything broke or not perfect.

what do you guys think ? turbo on its way out ? something else ?
I can give more details info on what its doing if anyone needs it.

suggestions on what to do and check for and opinions are welcome.

try taking the intake off and pulling on the turbine wheel and see if you can move it around at all. Also look and see if any of the fins are messed up. If any of these are the prob then your turbo is messed
