I'm trying to remove the on the top bolts of front passenger side fender on my 2G Eclipse and so far it just spins and spins and won't come out. I've tried soaking it in PB blaster, tapping it with a hammer, and even turning it in different directions and nothing has worked so far.

Any suggestions?

Those are threaded into the body under the fender, so either the hole is stripped out and you will need to pull up on it while spinning it out or someone knew it was stripped and put a nut on the other side up under the wheel well and you will have to feel around for it and if its there hold on to it while turning the top bolt out.
