Need someone to bounce ideas off of. Ive been getting intermittent .02-.04v signal off the tps. Car bogs when trying to rev as the tp is unknown to the ecu. Installed new tps plug to harness soldered well and looks good and still same issue. Would anyone believe that it would be the ecu itself? Or am is there a pinched wire somewhere? I thought if it was the ecu it would read .00v.

Its like Steve says. Kind of like a volume control on a stereo. Measure it. Any difference in going up or down in resistance indicates a dead spot in the sensor.
 
Need to follow the circuit back to the ECU and test for continuity while you move the TPS. It doesn't have to be on the car, but that is about the only thing to do. It gets 5v and a ground and a signal back to the ECU.
 
Yes I have two working tps's switched both and have the same issue...

That leaves wiring and ECU. Is the behavior random or consistent?

My original TPS wore out years ago. Since they usually spend 99% or their life just off idle they wear out the resistance track there and once it went bad you could reproduce the issue on demand. Loose wiring, I would expect, to be more random and damaged wiring longer lasting but perhaps still a bit random.

Based on long history I always eliminate any potential for ECU issues before I spend much time searching for other causes. They are one of the least reliable parts on the car due to the bad capacitors used.
