Please do the new boost leak test.
20psi minimum, spray bottle of soap water, spray EVERYTHING that sees pressurized air. Fix anything that bubbles.
You need to eliminate all other possibilities by taking care of the obvious ones.
does the car run "ok" otherwise? no rough idle or low throttle problems? just not able to build boost?
To make things easier purchased a rubber/silicone PVC cap and cap off the upper intercooler piping. That will allow you to test just the intercooler piping, you fix that area then put the boost leak tester on the throttle body elbow, test everything TB and after ! Makes it much easier working in smaller area instead of trying to worry about finding leaks throughout the whole system. Good luck !!
Did you locate any other leaks at 20 psi using soapy water?
