14b not hitting full boost?

So i finaly get my 14b in all settled in and ready to go at 4am. I take it fora spin, and much to my surprise, it barley pulls. I mean my t25 felt way faster. Also on my stock boost gauge (i know its crap) the 14b only makes it 3/4 boost. Its just aboove the 3rd line on the turbo. Why is this? Thanks in advance.

-But just swapping the t25 to a 14b with out doing anything else, should still give me some more power over the t25 right? or does this power come from upping the boost?
 
Yes, the 14b will give more power compared to the T25 due to the increased airflow.However, although it might be a small amount, the 14b will spool slower.
 
yeah no leaks in my exhaust. But bluefire had a similar problem. He said his wastegate was bad. I think that might be my problem also because the guy that i bought the 14b from threw in a new actuator with the sale. It was just messed up because it didnt really line up. The are wasnt bent it was straight....
 
put a new wastegate actuator on. Pulls a lot more, but not that much more than my t25 did. I dont think. Hopefully my next paycheck will habe enough to get a gauge pod and gauges
