not hitting full boost sometimes

im having a small boost problem. i get on it and sometimes it doesnt want to open up all the way and ill hit liek 5 psi...sometime sit will hit like 8..and sometimes it twill hit like 10 and feel great. i have a joe p mbc on it. i dont know what is up..when i rev it up and let off, it makes kind of a high pitched whistle for a second coming from over by the filter. any suggestions? i just figured its a boost leak somewhere but that woiuldnt explain why it does it only sometimes. thanks

Boost leak? Perhaps the changing internal engine temperatures are causing the leak to be more/less pronounced at different times.

Do you have a logger? What are your knock counts?

ok i fixed that problem....it was a vaccum line coming off the boiost controller...now i have anoither problem. when i shift fast sometimes the boost bleeds down to like 5 and wont go any higher. when i shift slow and get back on it its fine. it only does it sometimes though and its only when i shift fast..mostly from 2nd to 3rd. but when i let off and go back into 2nd its fine. and when i shift back into 3rd slow its fine. im thinking maybe its my bov because its only when i shift and let off the gas completely when i shift. if i half throttle shift it doesnt tend to do it. any suggestions? thanks.
