Through the process of cleaning my TB, I noticed when blowing compressed air into the FIAV, soapy bubbles were showing up near the freeze plug. I looked around for recommended path forward to fixing it, assuming it would show up as a boost/vacuum leak later.

Should I go ahead and buy a new freeze plug, or can this one get popped out and reinstalled with a fresh coat of permatex or RTV?

If the plug is leaking then the internals are leaking so you may need to check what and why! This will only create idle issues down the line so it is best to do a slight rebuild and reseal things again and then use a new plug after to finish it off. You can use a bit of rtv around it to help but a small amount.
