i purchased a never used harmonic balancer, and a chip was broken off in shipping(shipped in a bag). the seller said he would take it back with a refund or i could file a claim with usps. the question is would you run it. im not exactly in a rush but i would like to button this project up.

The belt that rides on that pulley is located by grooves in the pulley and in the belt. That lip doesn't keep the belt from doing anything (that I can tell)..... and I wouldn't imagine this is going to cause an issue for a belt you install on it.

If it were warped, bent, or otherwise tweaked on the ribbed area of the pulley then I'd say it's concerning but just a chip out of that lip shouldn't be a big deal.
 
It will probably be fine but I wouldn't run it if I paid for it. You may always have that in the back of your mind what if.
