Check the connections on the Starter.
When you turn the key on does everything turn off? The remote wire is notorious for slipping off the starter (slides on rather then bolts on)

im pretty sure i have to get under the car to check the starter...or take off alot of stuff to get to it...but no when i turn the key all the lights stay only the headlights and dash lights and tail lights...the turn signals dont turn on though...but im not really sure where the starter is on this car...

You should be able to look between the runners on the intake manifold, maybe move the coil pack and some wires and see the clip. You will either see a black clip on a gold tab or just a gold tab. If its just a gold tab then the wire slipped completly off. If you see the black clip, take a long screw driver and try and wiggle the clip and force it on more.

definitely say the first thing to check is your starter. if you can, hook it to a voltmeter and have someone try to turn the car on, if it gets no power then your problem is in the wiring before the starter, if it gets power but doesn't turn i would say its the starter so take it out, go to advance/oreily's/autozone(if you must. i don't like autozone) and get them to check it for you.

Before you waste money on a starter start with the cheapest things first, try replacing your starter relay and see if that was faulty. I had a similar problem on my previous car, had power everywhere but the car just wouldn't start, and turned out it was the relay and not the ignition.

Or you could actually verify that there is a bad part, start with wiring voltage tests then start the resistance tests, if you can figure that out then you'll be golden.

well yea thats what i think it is,a relay. but where is the starter relay(s) at in the car and can i get a starter relay from anyother 2nd gen/1st gen eclipse/Talon? and how do you do the Wiring voltage test and resistance test? (i haven been able to get anything done with the car 2 day because its -8 degrees out here) Thanx

Kyle

ok but i was told that there is 2 starter relays in the 2g...is this true? and where is it/they located? and where would i be able 2 get them from...Thanx alot

Kyle

start with the relay, dont buy one but instead take one from the wipers or headlights of course check fuses, then go from there try jumping the starter if that dosnt work check that evil little neutral safety switch

The starter is kind of a pain to find its on the back of the block. Kind of a round thing you may be able to reach it from the top but to take it off you'll have to just up the car and reach up from beneath the car. A good way to tell if the starters bad or not is to run a hot wire from the battery and touch it to the positive side of the starter. I had this same problem a couple of months ago.
