what to do about rear brake caliper dirt shield rubbing against rotor

when I tighten the top caliper bolt there is no gap between caliper and the rotor and when I then removed caliper to inspect the situation I noticed the dirt shield pushed against the rotor towards the axle seizing the rotor, then I repositioned it off the rotor and it spun freely. anyone had this problem before? any suggestions?

is the dirt shield supposed to be fixed -off the rotor?

Its supposed to be bolted to the hub with the caliper bracket. once its secure bend it back enough so it doesnt rub.

Correct, just bend it back once installed or remove it. Most of the time they are rusted out anyways.

yeah, I ended up having to sand rust off a lot of surfaces to the wheel to spin. prob solved.
