I don't think it's part of emissions because I just got rid of all that stuff yesterday. If it's a cover for a wire, shouldn't they still be there since it's coming out of the firewall?

it goes to the ac condensor/evaporator(whatever it is the big aluminum heatercore looking thing, it drains any condensation out of the car created by it.
