The EVAP purge solenoid opens the vac line connection between the EVAP canister and the intake, which allows the intake vacuum present to draw the evaporated gasoline vapors (accumulated from the gas tank) from the charcoal filled EVAP canister and into the combustion chambers. Most OBDII ecus check the O2 sensor feedback to make sure that the vapor made it into combustion. You will get a CEL and will fail emissions without the solenoid.
