EVAP Solenoid question

is the evap solenoid supposed to be opening and closing/clicking all the time? mine clicks at idle and when i bring the rpms up is just speeds up. is this normal also the solenoid is located on the intake manifold by the FPR and not on the mount on the firewall by the EGR solenoid. did they change this for the 99's. thanks
 
It isn't normal for them to click that way. It usually means that the solenoid is on the way out. It could also possibly be caused by a bad relay to that solenoid. I'm not sure wether that particular solenoid has a relay to control it or not though. I had the same problem with my EVAP Emissions solenoid and just unplugged it. I have not seen any negative effects from this.
