What determines how good a tire is? performacne drag etc.

Hey guys,
i really need some new tires, i can get 4 hankook ventus HRII 205/55/16 for $220 new and i really need new tires and don't want to spend $400+on tires.

What exactly determines how good a tire is for peformance?
What do the numbers and letters on them mean?

What's the best cheapest longest lasting tire out there?

I usually drive live 5,000-6,000 miles a year, yes a year, so take that into consideration.

The prices are very good too, shipping is quick. I've ordered three sets of tires from them and it's been a pleasure.

Different tires do different things, some are good on dry pavement, some on wet, some on both. Some corner better, some are quieter, some have longer treadlife. It's a complex subject.
