What can I use to cut my bumper properly?

I don't have access to a dremel, but I do have a drill that's charged and ready to go. I was wondering what other methods I can use to hack my bumper up without the lining being jagged and crooked. Just got my 2gb bumper and it's freshly painted, dried of course, but freshly painted.
 
a rotozip bit in the drill will work but it will be slow -
You can then finish it with a disk sander chucked up in the drill ( also slow )
 
If your careful, a utility razor makes a nice clean cut. I've used that as well as a cut off wheel on a dremel. I actually liked the razor method better as I wasn't smelling burnt urathane the whole time.
 
Word. In the end I just used knife for precise cuts. It didn't come out that bad. I still need to snip a little bit on the fog light area because of my ic piping, but I'm almost done.
