What are the common cause of Fuel cut

Still have Fuel Cut and pushing 25psi. Heres whats done to check what the prob is.
1. BLT-FIXED
2.Flapper-Moves Freely
3.All vac lines ziptied
4.New plugs and Wires.

What else could it be?
 
If the maf reads over a certain htz of airflow then the ecu will cut the fuel to the car (fuel cut) to save you from running out of fuel and damaging your engine. The problem isn't boost leaks, it's the fact that you're pushing 25psi. The ecu usually cuts fuel around 16psi or so (on a 1g manual trans), so you're way over the limit.

There's still something going on with your wastegate actuator or you don't have it hooked up right.
 
To really figure out at what psi your wastegate is going to open at you need two people:

1. Attach a straight piece of vacuum hose from the j-pipe nipple directly to the wastegate actuator nipple.

2. Take off your intake and put your boost leak tester on the turbo.

3. Proceed to air up the compressor and watch for movement from the wastegate actuator arm.

4. When you see it start to move yell to the person that's watching your boost gauge to find out what psi it's at when it starts moving.

As for the air leak I'm not sure because I've never had to test my actuator, with a vacuum line hooked straight to it my wastegate would always open right at 9psi. But from logical thinking I would say that it's not supposed to work like that.
