What and Where does this wire go?

Alright heres the problem, my motor isnt turning. I went under the dash and there is a harness with two wires on it red with black with gray dots and a green with gray dots. Is this my problem? And where does it go?

i looked under my dash and i cant seem to find that color combonation, in what area of the dash is it?
