weird no start issue

My friend has a 92 Plymouth Laser 2.0 Turbo Dohc FWD, completely stock that just wont start. It is flooding and the CEL is on. It throws 4 codes, Intake Air Temp, Barometric Pressure, Coolant Temp, and TPS. We know we have fuel, spark, and compression and have replaced the MAF,TPS, and CTS with no change. We have removed the negative terminal on the battery to clear the codes, however the codes persist once the battery is reconnected without starting the car. Anyone have any idea's? Bad ECU?
 
Weird never heard of that problem... So you can't even get it to turn over or start at all? I want to say its ECU but symptoms point to mechanical
 
Ok we pulled the ECU and it was bad, so we replaced it and now it atleast tries to start but it is still flooding the engine with fuel. Stock pump and regulator, fuel filter is new. It starts for a second or two then just dies, with a heavy smell of gas. Plugs are wet everytime we pull them. Could it be the Fuel Pressure Regulator, or the FP Solenoid? Out of ideas at this point.
