wastegate question

This probably sounds stupid but are wastegate flappers able to be pushed open by hand? I have a ihi turbo that has an internal wastegate and when i try to move the flapper open it wont budge.
 
On some turbos you can move it by hand, but it is kind of difficult. On my car I can't move it, but on my friends Grand National I can move it with quite a bit of force. I guess it depends on the type of internal wastegate and maybe the amount of boost that it is set for.
 
ok good.... i was hoping that would be the case. i got real nervous when i realised it wasnt opening LOL!

connect the wastegate actuator to the wastegate flapper.. apply about 12-14psi.. It should open then
