wastegate question???

i had my manifold flanged for a turbosmart 35mm wastegate by SBR and i received the manifold back today and have a question. is the welded flange supposed to sit flush with the wastegate? my wastegate has a step around the inlet that holds it a little less than 1/4'' from being flush with the flange. is this right? does the gasket make up for this difference? the flange is supposed to fit both turbosmart and tial wastegates that are 35/38mm. someone with a tial should be able to let me know because the flanges are the same.
 
That is the wastegate valve seat, and yes its supposed to be like that. It will stick out of the wastegate housing just a little.
 
pics were taken on my phone, a little hazy. does the tial wastegate have this step in it?
 
Yes the Tial 38 has that step, like i said its the Valves Seat.

so the gasket will just make up this difference between the w/g and flange?
 
Not really, but its designed that way. The gasket will get pinched extra in the part where the seat sticks out a little further, its designed that way to form a tighter seal right there.
