Wastegate/boost controller question

Yes and no, it is the most you can run until the wastegate opens up and diverts gasses away from the turbine unless you put a boost controller on.
 
Are you trying to run less boost than 25 psi? The lowest psi is going to be based off of the pressure of the spring, if you wanted to change the springs you would be able to lower the least amount of boost if you wanted to do so.
 
Turbo is new, there are no boost leaks and no exhaust leaks.. Spent 8 hours finding every last leak. I'm so lost.. It just won't make power.

If that were true, you would be boosting more than 5 lbs I believe. So chances are, you are doing something wrong. You can't expect us to pin-point a problem for you if you are giving a terrible explanation of WHAT the issue is & HOW you thoroughly checked to fix it.

I doubt you did a boost leak correctly. Explain how you did it? Btw, pictures are worth 1,000,000 terrible words.
