Okay I have a really weird problem with the car. I have 17volts at the battery and all of my constant power connections but as soon as I turn the key to on, the voltage drops to 6-7 volts at the battery and everything else. With the key off I can turn my water pump on (air/water intercooler) and it will run at full speed, it is the only thing that will run like this. The fuel pump, pop up lights, driving lights, emergency flasher and break lights wont work like this and the interior lights dim with you turn the key into the on position. I have no explanation for the issue or why it is happening.

Here is what has been done.
New Battery, (fully Charged)
New Alternator.
New Terminals.
Checked all of the fuses (everything is good)
Checked all of my wires (everything is good)
New Ground wires.
Checked the ignition everything is fine there.
Everything is hooked up correctly.
Swapped the ECU (didn't fix anything).
I have power going to everything in the car but there just isn't enough of it with the key is turned on to run anything.

I checked the Fuseable link in the fuse box (80 amp), and I have no power on ether side of it with the key on or off, my question is should there be power going across this with out the car actually running? This is the only thing that I could think of or see that is out of place, if it is.

If anyone has any ideas let me know.
 
I got the problem Fixed.
Aparentally what happened is the New Battery that I picked up wasn't any good, I was passing a voltage test but wouldn't pass a Load test.
I didnt want to beleave that it was the battery since I just picked it up but it turned out that is was.
