vibrating noise from Timing cover

After my 91 Talon gets nice and warm it has a slight vibrating sound coming from the timing belt cover. I pulled the top cover and could see no wear on the belt. It only happens in the city. Never on the highway. So to me I thought maybe the timing belt cover was warping and touching the timing belt after getting warmer at a stoplight. It goes away in a minute or so after going over 30 mph and the sound only happens from about 1,500 rpm to 2,600rpm. Any info would be awesome.

any of the bolts missing? top or bottom noise?

No missing bolts, noise seems to be coming from top
